Where a Party is not in a position to undertake a comprehensive ban, due to its Constitution or constitutional principles, the Convention allows for the application of restrictions.Moreover, the Convention requires Parties to establish effective measures on packaging and labelling, on protection from exposure to tobacco smoke and to strengthen legislation to clamp down on illicit trade in tobacco products.The Centre would aim to enhance surveillance and detection, to co-ordinate common responses, to improve scientific advice and communication with the public, to increase joint investigative capacity, to establish and maintain a network of reference laboratories and to collaborate with Member States, Acceding States and international organisations such as the World Health Organisation (WHO).
Some delegations expressed concern on the ethical and health implications of the use of cells and tissues derived, for instance, from cloned embryos.
The Council took note of a progress report from the Commission on the latest developments concerning SARS and held a brief exchange of views on the current situation.
In particular, the Commission informed the Council on its proposal to establish a European Centre on Communicable Diseases.
